  • How to submit petition: The petitioner shall submit the written petition to the Council with the attachment of the recommendation of city council members.

    • Remedy for damage
    • Requesting correction and discipline for illegal or unfair action of civil servants
    • Regarding the enactment, amendment and repeal of laws, orders, ordinance or rules
    • Regarding the operation of public systems or facilities
  • Unacceptable petitions
    • Interfering with any trial
    • Insulting any national institution
    • Submitting more than two petitions to the same organization or submitting the same petition to more than two organizations
    • Any petition against laws

Appeals

  • How to submit appeal: The applicant may submit appeals in any forms including petition, suggestion, inquiry or a letter of plea without the recommendation of council member.
  • How to apply : by post or visiting the Council in person or the website (Appeals & Complaints Application Menu)
  • The Proceedings Division shall accept the appeals before transferring them to relevant standing committees.
